January 2001 to Current - Hewatt Earthworks Pty Ltd, Engineering Director

Jason commenced with Hewatt Earthworks as a Project Engineer in 2001 and managed the finalisation of the Russell Offices Redevelopment contract.  He has since assisted in the substantial growth of the company from $3m pa to $25m pa and expansion of the engineering group of which he now manages.  In July 2006 he became a Director of the company.

Over the past 7 years Jason has been actively responsible for all aspects of the major projects delivered by the company.  Commencing with conception of project methodology and tender pricing through to delivery of projects in terms of quality, program, safety and environment.  Some of the substantial projects completed in this time include:

 

April 2007 to Current - $100m Direct Factory Outlet, Project Manager Bulk Earthworks ($14.5m)

Basement excavation, wall retention and footings systems for 60,000m2 retail structure on a single level with 60,00m2 basement under.  The project presented a substantial challenge to undertake the earthworks with a 370,000m3 basement excavation of which 95,000m3 required drilling and blasting due to unrippable dacite rock.  The footing system then required drilling of 1,140 footing piers into the hard rock platform.  Jason managed the works and specialist subcontractors including facilitating all negotiations with ACT Workcover and service authorities for approval of the precision blasting operations to within 5m of the utilities and optic fibre cables.  These negotiations and the strict controls that were developed resulted in substantial concessions in peak particle vibration from 5mm/s to 100mm/s, which allowed individual shot production to triple.

 

March 2006 to June 2006 - $7m Canberra International Airport Runway and Taxiway Extension, Project Manager

The project involved a schedule of rates contract, which was initially for a 480m extension to the runway and taxiway.  Upon award of the contract the client advised that they were in negotiation with the Government to increase the project to 630m, however approval for the works would not be anticipated until 4 weeks into the construction program and the increased scope of works all had to be completed within the original 15 week program.  The key actions implemented by Jason included fast tracking construction works instep with detailed design, sourcing of specialist equipment and modifying the equipment in house to negate delays, production and stockpiling of 120,000t of key pavement materials on site ahead of construction and de-engineering the various pavement layers from 4 gravels to 2 to speed quarry production and placement.  The project was completed within the original program and was delivered $1.9m under budget.

Other Relevant Experience

Jason also provides a further solid background as a design engineer on substantial projects within the ACT.  Jason has developed a detailed knowledge of ACT authority requirements, specifications and work practices relevant to infrastructure and civil works projects.

 

January, 1996 to December, 2000 - Hughes Trueman , Civil and Hydraulic Design Engineer

Design engineer managing individual teams of designers and draftsman for the concept design, design development and detailed design of civil, infrastructure and building hydraulic systems on projects throughout the ACT and Southern NSW.  Projects Included:

 

Russell Offices Redevelopment, Canberra

Redevelopment of the 27ha Defence site including recommendations for reuse or replacement of services during the redevelopment and beyond the year 2020.  Also detailed design and construction supervision of all infrastructure services for redevelopment works until completion of Department of Defence works in 2001.

 

Joint Emergency Services Centre, Gungahlin 

Civil and Traffic design for the construction of the first combined Emergency Services Centre in the ACT

 

Athllon Drive Pavement Rehabilitation, Canberra 

Construction surveillance of in-situ lime stabilisation of a 2km stretch of Athllon Dr. The project was undertaken at night to avoid peak traffic flows.

Infrastructure Masterplan for consolidation of services for development of Bunda Street and Ainslie Avenue for the Canberra Centre Consolidation.
